The latest legislation of the Ecological Environment Code has been launched! Expected to become China's second legal code

It is reported that the National People's Congress has initiated the compilation of the Ecological Environment Code, which is expected to become the second legal code in China after the Civil Code.

At 12:00 on March 4th, the second session of the 14th National People's Congress held a press conference. The spokesperson of the conference, when asked by reporters, stated that the National People's Congress has initiated the compilation of the Ecological Environment Code.

More than a decade ago, commissioned by the former Ministry of Environmental Protection, the academic community began researching the Ecological Environment Code and wrote multiple feasibility studies on the compilation of environmental codes. In April 2023, the Environmental Resources Law Research Association of the Chinese Law Society hosted the first phase of the research conference on the compilation of the Chinese Environmental Code at the National Library, releasing the research results of the research group since the establishment of the research group on the compilation of the Chinese Environmental Code by the Environmental Resources Law Research Association of the Chinese Law Society in 2017.

The research group suggests that this code should be named after the "Ecological Environment Code", adopt a moderate codification model, and be compiled with sustainable development as the main value. The content includes the General Principles, Pollution Control, Natural Ecological Protection, Green and Low Carbon Development, and Ecological Legal Responsibility.

At present, the Environmental Code has entered the stage of substantive compilation, and the National People's Congress has proposed a time limit requirement for the proposed draft to relevant departments. The relevant work is also steadily progressing. The Ecological Environment Code is expected to become the second legal code in China after the Civil Code.
